The Trade Union Confederation has halted its activities in the supervisory boards of unemployment and health insurance funds, calling for the restoration of a three-party partnership. "We have made a proposal to the prime minister to meet and find a solution that satisfies all parties, and thereby bring the employers' representatives back to the unemployment and health insurance boards. Until those steps have not been taken, it is not possible for us to participate in the activities of the boards," Confederation Chairman Harri Taliga said in a statement. In November, the Employers' Confederation quit the Unemployment Insurance Fund and Health Insurance Fund supervisory boards in protest against the government's plans to merge the reserves with the state treasury, a move approved in December by Parliament, despite a majority opposition on the board. Since then, the boards, consisting of government and union representatives, have failed to find a consensus for the agencies' 2012 budget. A subsequent meeting of the Unemployment Insurance Fund board was scheduled for today, but instead of continuing budget negotiations, the unions froze all diplomacy until normalcy is restored within the organization.
